Readers will be delighted to hear that we finally managed to leap over all the hurdles and received a new passport for my son this week.
The way to overcome the classist rule is to self certify with a declaration stating that the applicant cannot find anyone to confirm their identity. It really was THAT simple but they had neglected to mention this action to us at any stage in the application process.
We were even permitted to apply without incurring further costs. All quite miraculous!
Thanks to all who commented here and kept me pressurising the Passport Office until the dam broke.
A friend was needing a pension forecast so was asked to create an online government portal account which is needed to access tax, pension and many other government departments. After providing all the information asked for there was a problem with the list of verifiable identification. She didn’t have driving licence, passport or any of the other documents on the list making it impossible to comply with the criteria for the online account. I think a lot of people will fall into this category.
Both my driving licence and my passport expired while I was ill. I couldn't drive after I had a heart attack because my legs, ankles and feet swelled with oedema, so I had to give up driving for safety reasons. The condition makes it very difficult for me to walk so I did not renew my passport either. Now the only photo ID I possess in my Free Bus Pass and apparently that is unacceptable because it does not show my date of birth nor address.
I think that we are being driven towards a national digital ID to facilitate the Internet of Things and Bodies. That could well be accompanied by an ID microchip similar to the one we have to put in our pets for their passports. Then we will be expected to get all the jabs that WHO recommends..... slippery slope this!!
I told the Passport Office Investigator on the phone that we MUST object to all this when she said "it is just the way the system is..." and I blurted out, "NO! That is tacit consent!"
She had to admit that she would find it very hard to find someone who could vouch for her identity too. I think that was the moment when she granted me the right to a full investigation.
I told her that I will pursue this as far as I can, because it is not just me and my son who are affected. It is probably hundreds of thousands of British people.
Has your son done any taught courses in the last few years? A teacher might be eligible/willing to sign provided the course was at least two years ago.
It is sad to hear such stories. A one would think the modern technology would be helpful and fast. But unfortunately the "computer says no" is just happening more often. For the sake of informing people but not criticising I would like to share my experience of recent re-new of the passport. I used paper application and post office service for sending. It costed 109 GBP in total including 16 GBP for post office service. It surprisingly took one week to get a passport (09-Apr till 16-Apr). I was surprised how fast it was. I would recommend still to use it. One other reason to do paper application - instead of your high quality digital picture in their database, they would still scan an old good photo image. So, there is less of your biometrics in digital format in their hands to work with.
I am sure, Francis, the pasport saga will end successfully. It is just annoying to deal with all these "permits to travel from one prison to another" matters once in a while. All the best!

Eek! Sounds very complicated! Maybe all this red tape is designed to choke us and drive us nuts until we beg for Global ID and dispense with borders? Under the fake premise that once we all have our ID chip under the skin, we will be free to roam? Stinks of Agenda 2030 and the UN adage "Nobody left behind!" which really means "Nobody escapes!"

As stated this is what happens when people simply go along with things and just shrug your shoulders and try comply. It is unbelievable! I actually thought the country concerned was China or north Korea and not the UK. People really need to sort this nonsense out and soon otherwise you will be stuck on an island .

What makes it more of a mockery is allowing all and sundry into the country without checks and handing out passports to them like smarties.
I’m married to an industrial chartered chemist who signs paperwork needed for friends. We’re lucky that we’re part of a group of professionals who can sign off stuff for each other, it’s disgusting that they ruled out and removed some of those who were able to do the same for millions of others though.
The government is not your friend and never has been, only the wealthy benefit.
Plus, under notes, section 4. We are informed that the identity isn’t our identity! We need this ID doc to open a bank account, but if we ask the bank to acknowledge, they always refuse to acknowledge the owner of the identity document. Meaning the account isn’t ours or its contents!
🤣😂🙄 it may come to that if this goes on any longer! 6 months is beyond reasonable! I will be researching the privatisation deal between the company that runs the Passport Office and our Government - then I will present the Home Office with my story. Gotta get those ducks in a row first. I ought to be charging this private company for the amount of time I have had to devote to this damned issue.

I have been through the same nightmare Bs fot years updating my British Passport every 10 years , as im not considered an Australian after residing in Australia for the last 60 yrs. Plus having had to renew my re-entry visa to Australia every 5 years. A a cost of over $300 Long
Story short . The BS hoops one has to jump through is designed, I believe to stop us from travelling. Alas, since "becoming a Aussie citizen ( costing over $ 300 )last month" i have just yesterday lodged my Australian Passport application to the Authorities at the outrageous cost of $346.00 plus Photo cost. X peggy
What blows Dan away is when he heard that the Passport Office is now a private organisation and no longer a government department. He can't get his head around how a private company can issue government essential documents and stand between him and his right to freedom of travel. He hasn't stopped ranting about this for days.... He wants to give up and it is only me who is pushing to get this sorted because I want him to have a life! UK is looking more like a sinking ship with every passing day!
Edit: I found out that the Passport Office is still run by the Home Office and is not private even though Boris did threaten to privatise it over inefficiencies!
I have a book called "Kaffir Boy" by a South African black man who managed to come to the USA for college during the time of apartheid. He describes the paperwork "bantus" were required to have and the refusal of the clerks to do their duty so that fewer than half of them were legal. Raids for papers were frequent and terrifying.
Sounds like Brits are being bantuized in their own country, and you cannot scream racism to escape the discrimination. You can bet immigrants of color will not be treated this way. So Brits are going to have to figure out how to throw off this government, without violence or murder, and install a smaller government with some integrity.

That sounds as though you could use a person other than one listed by approved 'career'.
So as long as they have known your son for two years, have a valid UK passport and are resident in the UK, have no unspent convictions or (to be safe) CCJs, they should be fine.
If you know people who run their own business, they should qualify.
(Didn't the advisor ask if you knew the local shopkeeper?)
We were told that the two people we knew, a builder and a massage therapist were unacceptable because they are sole traders and their businesses are not registered with companies house.
That information is inaccurate. I asked about the signed declaration, which my son sent into the Passport Office by post. They declined his application and withheld his fees in spite of our best efforts.
I will raise the matter of the signed declaration again when they next contact us. Thankfully my son kept a dated copy.
The list of professional people is classist even though they do not admit it in the FOIAs. A builder and a health therapist were both refused because their businesses are sole traders and not registered at Companies House.

Frances Leader it has affected my friend and her teenagers whose passports elapsed during the scamdemic.
As she has no plans to travel anytime soon she said she doesn’t want to waste money on expensive passports not getting used.
I told her to apply for her and her daughter a provisional driving license each to use as online ID as needed.
No doubt it’s a loophole that will be closed up but at the minute it’s the cheapest option of accepted photo ID
