Pentagon Biolabs in Ukraine Had Components of Biological Weapons

March 18 (EIRNS)—In a March 17 updated briefing on Ukraine’s biolabs, Igor Kirillov, head of the Russian Radiological, Chemical and Biological Defence Troops, presented documented evidence to the effect that, as Sputnik reported “in no uncertain terms...components of biological weapons were being created in Ukraine with direct U.S. involvement and financing.” Accompanying documented evidence and assertions to this effect, Kirillov also named American Joanna Wintrol, U.S. Defence Threat Reduction Agency’s Liaison at the Kiev U.S. Embassy, as a program curator. Wintrol’s name appears on at least one recovered document made public in the Sputnik article, “Russian MoD Names Curator of Pentagon-Funded Biolabs in Ukraine, Releases Original Docs.”

Of the special research projects discovered and documented to have been in progress up to the commencement of the Russian special operation, Kirillov cites Projects UP-8; P-782, and “Project Flu-Fly-Way,” all with clear applications for biowarfare usage. UP-8 comprised a study of the pathogens Crimea Congo hemorrhagic fever, leptospirosis, and hantaviruses. Kirillov surmised that it made sense for the Pentagon to commission these projects in Ukraine, given that the pathogens have “natural foci” in the region and therefore their release into the population would appear as a “natural outbreak of diseases.” The ministry estimated the cost of $32 million allocated for four labs, in Kiev, Odessa, Kharkiv, and Lviv. Kirillov referenced outbreaks of drug-resistant tuberculosis that killed 70 near Donetsk, and an outbreak in Kherson of dirofilariasis in 2018, with conditions and variables making these cases unlikely to be naturally occurring; the latter he hypothesized occasioned the emergency destruction of documents at the Kherson lab.

Sputnik’s feature reveals: “Ukrainian biolaboratories were also the main executor of Project P-782, conducting research into the transmission of diseases through bats. A Russian RCB Defence Troops analysis of documents showed that Pentagon research has been going on since at least 2009 under the direct supervision of U.S. specialists.... Kirillov said the Pentagon invested $1.6 million into this research, which was said to have been carried out at a lab in Kharkiv, northeastern Ukraine, and the Lugar Center in Tbilisi, Georgia.” The documents showed Pentagon bat research began in October 2019, shortly before the recognition of SARS-CoV-2.

Project Flu-Fly-Way researched wild migratory birds as vectors for transmission of a highly pathogenic form of avian influenza, conducted at the Kharkiv Institute of Veterinary Medicine. Published documents indicate how transmission would take place on continental, regional, and local levels, including studies on conditions under which the processes of transmission would become uncontrollable, causing both economic damage and risks to food security. A Kharkiv lab was reportedly involved in the collection of avian influenza strains so virulent that they could potentially overcome the species barrier for research into this subject.

Kirillov rounded out his presentation citing the suspicious secrecy and obfuscation on many levels: That none of the experiments was reported to the UN; the U.S. “farming out” experiments to circumvent international obligations; and the frantic attention to “scrubbing” all labs, to prevent evidence from falling into Russian hands. Kirillov reported “We continue to receive information about attempts to destroy biomaterials and documentation in Ukraine’s laboratories. We are aware that during such liquidation activities at the Laboratory of Veterinary Medicine in the settlement of Khlebodarskoye [Odessa region], Ukrainian nationals working at the lab were not even allowed in the building.”

Researching the matter brought a plethora of denials in US/European MSM and the most untrustworthy social media platforms (Facebook & Twitter), even supported by Russian ex pat scientists who raised a petition on Change.org summarised here.

A particularly hysterical article in the Conversation tried to turn the tables, made reference to unproven accusations like the Salisbury UK poisonings, but provided zero evidence for its claims here.
