The towers are owned by private companies but they are installed on public land. When he attempted to contact the companies he found that they were all fraudulent shill companies, in some cases non-existent and, worst of all, they are uninsured.
If he were to be arrested and given a day in court, all this would become public knowledge and there would be absolute UPROAR.
Hence, he knows, for certain that there will be no prosecution because the towers are illegal and the last thing that the government wants is for us to know about it.
