HM Crown’s Chatham House Demands an Unending War in Ukraine

April 7 (EIRNS)—There was never a war the British Empire didn’t like; the bloodier the better, the more dead the better.

So, Chatham House Royal Institute of International Affairs, the British’s Crown’s premier foreign policy think tank, publishes an April 4 article, “Ensuring Ukraine Prevails Is Now the Only Moral Choice,” insisting that the war against Russia in Ukraine must go on. There can be no slacking off, no ceasefires, no capitulation to Russia. Keep the flow of weapons coming in.

How does Senior Consulting Fellow Keir Giles justify this? Russia is waging a war of annihilation against Ukraine, he argues. The mass murder it is carrying out in occupied areas of Ukraine is both “a natural function of the manner in which Russia fights wars”—Russians are beasts after all—but also stems from the image of Ukraine that the Russians have cultivated over the past decade “for domestic propaganda,” that is, Ukraine as a fascist nation.

So Giles insists, the atrocities that Russia has committed are Ukraine’s “most powerful weapon for winning the war, by ensuring its Western friends find no excuse for slackening munitions support or pushing Kyiv to make concessions in order to end it.” The problem of a ceasefire is that once it is declared, then Western allies will slack off, Giles warns, and turn their backs on the conflict. And the Russians would use this to regroup and reorganize on the eastern front without interference from Ukraine, which it must do since Putin has completely failed militarily. A temporary ceasefire “sets the worst possible preconditions for a sustainable peace settlement.”

The danger is that well-meaning European partners might press Zelenskyy to accept a Russian offer that appears reasonable, given the horrors Russia has inflicted on the country, says Giles. But this would be “toxic” for Ukraine. Russia’s launching of this war was rooted in fantasy, although Putin’s military failures may have broken the fantasy. The “nonsensical ‘denazification of Ukraine’ ” is now only for domestic consumption. Putin is portrayed as a fantasy-ridden madman, and Giles warns, if he comes away from the war thinking he has won a partial success, this will embolden him to continue what the author says is the “first of the wars of reconquest.” So, there must be a successful outcome to the fighting in Ukraine, not just for Ukrainian statehood but also to the future of European security. The only way to secure Europe is to ensure that Ukraine prevails, and is not subjected “to a flawed and unworkable peace settlement that does no more than postpone the reckoning with Russia.” War and more war is the answer.

The vote in the UN General Assembly to oust Russia from the Human Rights Council (a vote meeting the two-thirds majority of voting members, but not even a bare majority when counted on a population basis) represents the reckless disregard for truth characteristic of the mad rush to crush all things Russian. The vote was premised on the alleged atrocities in Bucha (which you may have seen before in such movies as “Chemical Weapons in Douma,” starring the White Helmets), and was directed by an increasingly aggressive Anglo-American-NATO-EU elite.

Lavrov Warns, Ukrainians Have Backtracked from Commitments Made in March 29 Istanbul Talks

April 7 (EIRNS)—Speaking at a video-conference in Moscow, Russian Foreign Minister Sergey Lavrov reported that the Ukrainian delegation with whom Russia has been negotiating has ditched the document signed during talks in Istanbul on March 29, and replaced it with a substantially different one, presented yesterday, in a statement posted to the Foreign Ministry website. He explained that on March 29 in Istanbul, Ukrainian negotiators presented a “clearly articulated” proposal for a “neutral, non-aligned and non-nuclear” status; but the draft document presented yesterday “shows a departure from the most important provisions included in the document signed by head of the Ukrainian delegation David Arakhamia at the meeting in Istanbul on March 29 of this year.”

Lavrov also elaborated, that whereas the March 29 document agreed that security guarantees for Ukraine would not apply to Crimea and Sevastopol, the new document makes no mention of it, and “Instead, it includes some vague phrasing about ‘effective control’ as of Feb. 23 of this year.” He further reports: “In addition, it floats an idea that the problems of Crimea and Donbas should be discussed at a meeting between the Presidents of Russia and Ukraine. Moreover, President Volodymyr Zelenskyy has repeatedly stated that such a meeting is possible only after the cessation of hostilities. For sure, at the next round, the Ukrainian side will ask for the withdrawal of troops and will add more preconditions. This intention is clear; this is unacceptable.”

Lavrov reminds Kyiv that, after Istanbul, “in response to a glint of realism in the Ukrainian approach, the Russian armed forces de-escalated operations on the Kyiv-Chernihiv track as a gesture of goodwill and to expedite the progress towards an agreement. What we got in response was a provocation in Bucha, with the West immediately taking advantage of it to announce a new portion of sanctions, as well as Ukrainian neo-Nazis committing atrocities against Russian prisoners of war.”

“Another major point is that the document signed by David Arakhamia clearly stated that in the context of Ukraine's non-nuclear and neutral status outside any blocs, any military exercises involving foreign personnel could only be held with the consent of all guarantor states, including Russia. However, the draft agreement we received yesterday ... provides for the possibility of conducting exercises with the consent of the majority of guarantor states without any mention of Russia. This kind of difficult negotiating approach has become all too frequent. It shows Kyiv’s true intentions and its policy of dragging out negotiations or even disrupting them by deviating from the understandings reached. We view this as a manifestation of the Kyiv regime being controlled by Washington and its allies, who are pushing President Volodymyr Zelenskyy to continue hostilities.”

Minister Lavrov, however, stipulates: “Despite all the provocations, the Russian delegation will continue the negotiation process, promoting our draft agreement, which spells out all the key positions and demands very clearly and in full.”

Lavrov also discussed the Istanbul negotiations with visiting Foreign Minister of Bahrain, Abdullatif bin Rashid Al Zayani, telling media at their press conference: “For obvious reasons, we specifically discussed at length the situation in and around Ukraine. I expressed my gratitude to our Bahraini friends for taking a balanced and consistent pan-Arab approach....

“We shared our assessments of the progress at the Russian-Ukrainian talks, pointing to ... the Ukrainian side, its negotiators, have been deviating from some of their own proposals (which evoked a generally positive response from our side) and carrying out new provocations....

“We noted that the King of Bahrain has proposed initiatives ... to advance a peaceful settlement. Those initiatives are in the context of understanding the common goal to ensure reliable indivisible security on the European continent. Not all parties we have been negotiating with have shown an understanding or willingness to share this understanding in the current situation. This is not only about Ukraine, but generally about the foundation on which we must build European security in accordance with previous agreements. Security must be equal, indivisible, and no one is entitled to strengthen their security at the expense of others.

“This is the approach we are going to take in our further work ... which should underlie the negotiations. But we must not lose sight of the global picture, which in many ways holds the answers about the causes of the current abnormal situation in Europe,” Lavrov concluded.
